What is CompetentRoofer?

CompetentRoofer is the Government-licenced Competent Person Scheme that allows professional roofing contractors to self-certify that their roof refurbishment work complies with Building Regulations within England and Wales. The scheme encompasses all roofing types for domestic, industrial and commercial properties.

Cheap work has hidden cost implications

Your property is one of the most expensive and important things that you can own so risking any building work to unregistered contractors, simply because it is the cheaper option, is false economy.

Cowboy builders can leave your roof unsafe or unfit for purpose, and put the safety of others at risk their work could also invalidate your building insurance You need to either notify your roof refurbishment work via your building control or you can register it via CompetentRoofer, a Government-licenced Competent Person Scheme that allows roofers to self-certify their own work, meaning: we notify the council when the work is completed you have the added reassurance that the contractor has already been vetted prior to becoming a member and will continue to have their work checked you will automatically receive a ten year insurance-backed warranty, which includes breach of Building Regulations and contractor insolvency.

The regulations come into effect when 50% or more of the roof area is being refurbished. In simple terms, it means that the whole of that roof must be brought up to the thermal efficiency demanded by the current regulations if it doesn’t meet a minimum threshold standard.

A strip and re-roof or even just the provision of a new layer of waterproofing, for example when striping and re-felting a flat roof, will usually necessitate the upgrading of the thermal performance of the roof.

The Key requirements

  • Before work on a roof is carried out the local council i.e. the Local Authority
  • Building Control (LABC) must be informed of the intention to carry out work.
  • Details and extent of the proposed work should be confirmed to the LABC within an application to repair/renovate and the fee paid.
  • The Local Authority Building Control (LABC) will inspect the work periodically to ensure compliance with the Building Regulations and with the drawings/ specifications supplied in the application. A completion certificate will be issued at the end of the contract.
  • An approved inspector may be employed to confirm compliance as an alternative to the LABC process.
  • Alternatively using a contractor who is a member of a Competent Person Scheme who can self-certify that their work complies with UK Building Regulations – for example a CompetentRoofer registered contractor.

What happens if this process is not carried out?

Should The Local Authority Building Control (LABC) become aware of unauthorised
work being carried out?

  • There is a maximum fine of £5000 for each case of non-compliance of the regulations and this would fall on the homeowner and/or the roofing contractor.
  • Roof work may be halted if started without the LABC being informed and any work opened up for inspection.
  • If work is carried out without a Building Control completion certificate the homeowner will experience difficulties when coming to sell the house.
